Land-based casinos
In Uzbekistan, there are strict restrictions: the activities of land-based casinos, gaming halls and machines remain completely prohibited.
State policy is aimed at preventing social risks and developing safe online gambling under NAPP licenses.
Attempts to create offline gambling zones were made in the 2010s, but were rejected due to concerns about corruption and gambling addiction.
At the moment, the legal alternative is only online betting and state-controlled lotteries.
In the long term, the possibility of limited admission of land-based casinos in tourist areas (for example, in Samarkand or Bukhara) is being discussed, but there are no specific legal initiatives yet.
