Uzbekistan has introduced a "digital-first" model: licensed online services (bookmaking, lotteries and certain types of online games) have been legalized under the supervision of the National Agency for Advanced Projects (NAPP).

The regulator maintains a unified register of operators and players, requires mandatory electronic identification (including age control), deposit/bet limits and monitoring KYC/AML transactions.

Advertising and bonuses are limited by the principles of responsible play.

Unlicensed activities and participation in them entail administrative and criminal liability.

Physical casinos and gambling halls remain prohibited; the focus of the state is on transparent non-cash payments, tax compliance and consumer protection.
