Historically, the attitude towards gambling in Vietnam was formed under the influence of Confucian-Buddhist ethics: moderation and responsibility are valued, which made the lottery the most "socially acceptable" game since colonial times.
After the Đổi Mới reforms (since the late 1980s), the growth of tourism and openness to the economy led to the emergence of resort IR projects aimed at foreigners, and mass culture enshrined lotteries (including computerized circulations) as a household ritual - especially around Tet holidays.
Modern industry communication is restrained: emphasis on compliance, KYC/AML and responsible play; visual plots in casino and slot themes often address lotus, pagodas, seascapes, and good luck symbolism.
As a result, the gambling scene combines society's traditional caution with controlled resort entertainment and gradual digitalization.
