Vietnam's legal model remains restrictive.

The base is set by casino and betting regulations: land casinos are licensed as capital-intensive projects and are generally targeted at foreigners; for citizens there is a pilot admission to individual objects (21 +, confirmed income, no contraindications, entrance fee and KYC/AML).

Lotteries are legal: there is a network of traditional provincial lotteries and a national computerized Vietlott.

Sports bets are allowed in a narrow list and under special licenses with limits.

Online casinos and unlicensed interactive excitement are prohibited and blocked by payment and network measures.

Supervision is distributed between relevant ministries and provincial authorities: from issuing investment licenses and controlling GGR/taxes to responsible play and reporting requirements.

The general logic is targeted liberalization for strict compliance and priority of public risks.
