Laws and regulation
In October 2018, the Albanian parliament adopted a ban, which from January 1, 2019 stopped sports betting and online gambling, leaving the industry in a tough mode and sharply reducing offline points.
In 2024, the country turned to re-legalization of online sports: the law was adopted/entered into force in the spring of 2024, providing for a maximum of 10 online licenses for experienced companies and non-cash payments through authorized financial intermediaries under the control of the Gaming Authority.
Casinos are allowed only as an exception - inside certified 5-star hotels or special tourist areas, which was confirmed by government statements and specialized materials.
The lottery is organized by the national operator (Lotaria Kombötare), historically associated with Austrian Lotteries.
Supervision and administration - through the Ministry of Finance and the relevant regulator (Gaming Authority/Gambling Monitoring Group), responsible for licenses, monitoring and compliance with AML/KYC.
