The market is regulated by the Belgian Gaming Commission (Kansspelcommissie, KSC) based on the Gaming Act of May 7, 1999.
Online activities require "plus licenses" and a bundle with an offline operator: A/A + (casino), B/B + (machine rooms), F1/F1 + (bookmaking) - online permission is issued only to the holder of the corresponding offline license.
There are strict KYC/AML and a single EPIS self-exclusion register covering casinos, lounges, online and retail betting.
From July 1, 2023, a phased ban on "non-targeted" advertising (online/media) was introduced, from January 1, 2025 - a ban on stadium advertising, and by 2028 sports sponsorship was curtailed.
From 2024, the minimum age is unified to 21 + for all segments.
