The legal framework of the Bulgarian market is set by the Gambling Law of 2012; since 2020, the functions of the abolished State Gambling Commission have been transferred to the National Revenue Agency (NAP/NRA). Online games are licensed on a general basis; NAP maintains a register of licenses and a "black list" to block nelіtsenzirovannykh sites and payment channels. In April-May 2024, an almost complete ban on advertising of gambling in the media and the Internet was adopted, which significantly tightened the marketing of operators. The tax regime has been reformed: instead of the previous rates from the turnover, a 20% tax on GGR has been introduced (the difference between the accepted rates and the winnings paid). The requirements for responsible play have also been strengthened - in 2025 the minimum period of self-exclusion has been increased to one year.
