The future of the industry
Estonia will enter the "smart regulation" phase in the coming years: an emphasis on responsible play (personal limits, self-exclusion, proactive behavioral triggers), more accurate verification via eID/Mobile-ID and instant payments.
A gradual tightening of advertising and content for young people is expected, as well as uniform standards for risky mechanics (like loot boxes) and accessibility checks.
The online segment will continue to grow due to live betting, e-sports and native mobile UX, and offline will move to omnichannel: compact halls + a single digital player profile.
Providers will invest in anti-fraud and AML analytics, AI personalization, and modular platforms focused on exports to the EU.
For the economy, this means a stable tax contribution, employment growth in technology and compliance roles and the consolidation of Estonia as a Baltic hub iGaming-R & D.
