Finland has long managed gambling through the state-run Veikkaus structure, which controlled lotteries, scratch cards, land-based venues and electronic slot machines.
In recent years, a reform has been carried out, providing for a phased transition to a licensed online segment: opening the possibility of obtaining B2C licenses, introducing new supervision and revising control mechanisms.
The reform includes strict requirements for player verification, personal limits, unified self-exclusion registries, increased AML/KYC requirements, and solvency assessment tools.
At the same time, some of the offline functions and lottery products remain under state control.
The purpose of the changes is to combine player protection and market transparency with ensuring the sewerage of demand into the legal ecosystem.
