1) The big picture: "allowed by exception"

France has a default prohibition principle: all gambling is prohibited except those expressly permitted by law. This logic is fixed in the Code de la Sécurité Intérieure (CSI) and refined by the 2010 and 2020 amendments.

Thus, each form - casino, betting, lottery - has its own operator, regulator and legal framework.


2) Casino: strictly offline and under state control

Casinos are allowed only in specific cities defined by the Ministry of the Interior (Ministère de l'Intérieur).

The law allows their work exclusively in resort and tourist areas, where the game is considered as an element of recreation, and not mass leisure.

To open, you must:
  • the decision of the municipal council;
  • permission of the prefect and the Ministry of Internal Affairs;
  • appointment of a director approved by the Ministry of Internal Affairs.
  • Control is constant: cash registers are audited, payments are reported, and security services are inspected.

3) Betting bets: Regulated market since 2010

Until 2010, betting (sport/hippique) was a monopoly of state operators - PMU (horse racing) and FDJ (sport).
