Online casinos in Germany

Germany is one of the most important and highly regulated gambling markets in Europe. After years of restrictions, the country officially legalized online gambling in 2021, creating clear rules for licensing casinos, poker and sports betting. Today, the German market is characterized by a high degree of transparency, protection of players and significant tax revenues.

History and legislation

For a long time, gambling in Germany was regulated at the level of federal states, which created legal ambiguity.

Until 2021, online gambling was actually banned, with the exception of Schleswig-Holstein, where its own license was valid.

Revolutionary changes brought Glücksspielstaatsvertrag 2021 (GlüStV 2021) - State Agreement on the Regulation of Gambling, which entered into force on July 1, 2021.

It established uniform rules for the whole country, allowing for the first time:
  • online casinos;
  • online poker;
  • sports betting;
  • virtual slot machines (slots).

Control over compliance with the legislation is carried out by a new central body -

Gemeinsame Glücksspielbehörde der Länder (GGL) —

United State Gambling Authority based in Halle.

Licensing

The license for online gambling in Germany is one of the most difficult in Europe.

The operator must comply with a number of strict requirements:
  • registration of the company in the EU;
  • proven financial stability and transparency of capital;
  • Certified software and RNG
  • introducing player self-control tools;
  • data and juvenile protection (under GDPR and Jugendschutzgesetz).
Licenses are issued to GGL for up to 5 years and cover:
  • online slots;
  • online poker;
  • sports betting;
  • virtual casino games.

Each operator is required to connect to the national LUGAS monitoring system (formerly OASIS), which monitors player activity and prevents addiction.

Restrictions and rules for players

GlüStV 2021 sets strict restrictions aimed at protecting consumers:
  • monthly deposit limit - 1,000 euros (for all sites in total);
  • a ban on playing with credit cards;
  • Mandatory pauses between slot rotations (minimum 5 seconds)
  • maximum rate - 1 euro per spin;
  • no jackpots and auto-spins;
  • OASIS self-exclusion system - the player can block himself on all licensed sites.

These measures made the German market one of the safest, but also the most conservative in terms of game mechanics.

Taxation

Since 2021, Germany has introduced a special tax for online gambling:

5.3% of stake-based tax turnover for online casinos and poker;

corporate tax - 15% (average);

local fees and royalties - individually by land.

Germany's tax system is rigid but transparent. Gambling revenues are used to finance sports, social programs and combat gambling addiction.

Land-based casinos

Germany has a developed network of land-based casinos, many of which are state-owned.

The country has about 70 licensed establishments located in resort and large cities.

The most famous casinos in Germany:
  • Spielbank Baden-Baden is one of Europe's oldest casinos, a symbol of luxury and history;
  • Spielbank Wiesbaden is the official casino of the federal state of Hesse;
  • Casino Berlin Alexanderplatz, Spielbank Hamburg, Casino Stuttgart, Spielbank Dresden - modern complexes with slot machines and live rooms;
  • Casino Duisburg is the largest casino in Germany in terms of the number of machines.

Roulette, blackjack, poker, machines, bingo and baccarat are allowed in land casinos.

Online operators and platforms

After the entry into force of GlüStV 2021, dozens of operators received licenses.

Among the officially authorized brands:
  • Tipico, Bet-at-Home, Bet365, Bwin, Interwetten, 888sport, PokerStars. de, JackpotPiraten. de, CrazyBuzzer. de;
  • German licensed online casinos - Merkur Spiel, Vulkan Vegas Germany, Mybet, DrückGlück.

Players also use offshore platforms (Curaçao, Malta, Gibraltar), but GGL actively blocks illegal sites and their advertising.

Popular games and preferences

German players traditionally prefer:
  • slots (Spielautomaten) - classics from Novomatic, Merkur, Play'n GO, Pragmatic Play;
  • roulette and blackjack (live format);
  • online and offline poker;
  • betting on football, tennis and basketball;
  • Lotteries (Lotto. de) - remain a national hit.

Mobile gambling is actively growing: about 80% of players place bets through smartphones.

Payment systems

The base currency is Euro (EUR).

Payment methods supported:
  • bank transfers (SEPA);
  • Sofortüberweisung / Klarna;
  • Giropay, Trustly, Paysafecard;
  • PayPal, Skrill, Neteller, MuchBetter;
  • Apple Pay, Google Pay.

The use of cryptocurrencies on licensed sites is prohibited, but German players are actively using Bitcoin, Ethereum and Tether at international offshore casinos.

Economic importance

Gömbling is an important branch of the German economy.

According to GGL, in 2023 the total gambling market amounted to more than €13 billion, of which:
  • about 50% falls on the online segment;
  • 30% - for lotteries;
  • 20% - on land casinos.

The industry provides over 40,000 jobs and generates over €2 billion in tax revenue annually.

Responsible play

Germany pays special attention to the protection of players.

Mandatory measures include:
  • Identity Registration and Verification (KYC);
  • OASIS Self-Exclusion
  • deposit and time limits;
  • risk warnings and help desk contacts (BZgA, Check-dein-Spiel. de).

There are regular campaigns against gambling addiction and raising awareness among young people.

Challenges and challenges

Despite the success of the reform, the market is facing difficulties:
  • over-regulation, which makes the license unavailable to small operators;
  • outflow of players to offshore sites due to restrictions on bets and bonuses;
  • controversial advertising and affiliate program provisions;
  • the need to regulate cryptogembling and metavers games.

GGL is already preparing amendments to GlüStV to simplify the rules and make the German market more competitive.

Development prospects

Germany is confidently consolidating its status as one of the safest and most regulated iGaming markets in the world.

In the coming years, the following are predicted:
  • expanding licensing of online casinos and live games;
  • integration of AI monitoring of players and payments;
  • possible easing of rate limits;
  • development of state programs for responsible gambling;
  • introduction of blockchain audit technologies and transparent payments.

By combining rigorous standards, innovation and social responsibility, Germany is shaping a new model of European gambling - safe, legal and technologically advanced.
