After the entry into force of the new State Treaty on the Regulation of Gambling (GlüStV 2021), Germany has created a transparent licensing system. The GGL regulator has begun issuing permits to operators that comply with technical, financial and social requirements, including participation in the national control systems LUGAS (limits) and OASIS (self-exclusion). Among the first legal market participants, three large brands stand out: Tipico, Bet-at-home and Gauselmann Group.


Tipico is the leader of German betting

Tipico Co. Ltd., founded in 2004 in Malta, has become synonymous with sports betting in Germany. After 2021, the company received a German license for online betting and adapted its products to the new GlüStV requirements. Tipico implemented deposit limits, mandatory timeouts, a self-exclusion feature, and connected all platforms to the national LUGAS system.

Tipico is actively investing in local technology and infrastructure: its own platform provides match streaming, real-time statistics and integration with a mobile application. In addition, the operator sponsors the Bundesliga, including clubs FC Bayern München and Hamburger SV, which strengthens its reputation as a brand operating in the German legal field.


Bet-at-home is an international player with German roots

Bet-at-home AG is based in Linz (Austria), but is focused primarily on the German-speaking market. The company has a long history of presence in Germany and was one of the first to adapt to the requirements of GGL. Its license covers online betting and poker, while all gaming processes are conducted through certified servers in the EU with a system for identifying players and preventing multiaccounting.

Bet-at-home has a conservative approach to advertising: the company complies with the marketing restrictions set by § 22 GlüStV and actively informs users about limits and self-control mechanisms. Thanks to this, Bet-at-home is considered an example of a "socially responsible operator" of the German type.


Gauselmann Group - national industry giant

The German Gauselmann Group, known for the Merkur brand, is the largest local player combining offline and online directions. The company operates the Merkur Spiel terrestrial gaming rooms, casinos and online platform, which is officially licensed by GGL for online slots.

Gauselmann was one of the first to receive admission to virtual machines in compliance with all GlüStV restrictions: a bet not higher than 1 €, a round not shorter than 5 seconds, no autospin and jackpots.
