Restrictions: no jackpots, low RTP
Since July 2021, Germany has allowed online slots, but has done so in the logic of "controlled speed" and player protection. Basic restrictions: prohibition of jackpots (especially progressive/network), "low" actual RTP directory (more often ≤ ~ 95%) and mandatory pauses between backs (at least 5 seconds). In conjunction with limiting the bet to 1 € per round, banning autospin and parallel sessions, this dramatically reduces the "intensity" of the game and makes it more predictable.
1) Why there are no online jackpots in Germany
What is prohibited. There are no progressive and cross-network jackpots on the legal market. Such mechanics enhance the "chase effect," dramatically increase variance and stimulate long sessions - exactly what the German model is struggling with.
Economics and technology. With a bet limit of 1 € and a pace ≥ 5 seconds, progressive funds accumulate more slowly, and their marketing role is leveled. Plus, the requirements for transparency of payments and uniform limits in LUGAS are poorly compatible with jackpot pool models.

2) "Low RTP (max. ~ 95%) ": de facto ceiling, not literal norm
It is important to distinguish. There is no direct line in the law "maximum RTP 95%." But due to the 5.3% turnover tax and general regulatory restrictions, a significant part of legal titles are published with RTP of about 90-95%. This forms the actual ceiling of the catalog.
