The regulator is the Hellenic Gaming Commission (HGC), the legal basis is set by Law No. 4002/2011 and by-laws for the online segment (including decisions of the Ministry of Finance of 79305/2020, 79835/2020).
The online market operates on a two-license model: a separate license for betting and a separate one for other online games (casino/poker), with full KYC/AML and responsible gaming tools.
The minimum age of participation is 21 years; advertising and communications cannot be addressed to persons under 21 years of age.
Offline, the system of exclusive OPAP concessions for numerical lotteries and retail rates (term - until 2030) is preserved, with separate regulation of the casino.
HGC conducts licensing and supervision, including requirements for limits, self-exclusion and technical standards, and also applies measures against nelіtsenzirovannykh sites.
