Regulator: Hellenic Gaming Commission
Hellenic Gaming Commission (EEEP) is the central gambling regulator in Greece, created to ensure transparency, social responsibility and player protection. This body determines the operating standards of both land-based casinos and online operators, controls licensing, transaction monitoring, advertising policy and technical certification.
Since the enactment of Law 4002/2011, EEEP has grown into one of Southern Europe's most established commissions, becoming a model for neighbouring countries in terms of digital oversight and accountability.

Foundation: EEEP was established in 2011 as part of the Law 4002/2011 reform.
Legal status: an independent administrative body under the supervision of the Greek Ministry of Finance.

The EEEP is governed by a nine-member board appointed by the government. The composition includes lawyers, economists, IT and social policy specialists.

EEEP plays a key role in all aspects of the gambling industry:- Licensing
Issues licenses for online and offline activities (bookmakers, casinos, lotteries).
Verifies the origin of capital, transparency of structure and compliance of technical systems.
Approves software, RNG and live games undergoing international certification (GLI, BMM).
Monitoring and supervision
Constantly monitors bets, winnings and payments through centralized databases.
Checks operator reports, user behavior and compliance with Responsible Gaming rules.
Maintains a registry of banned sites (Blacklist), updated weekly to block unlicensed platforms.
Fighting illegal operators
In collaboration with prosecutors and cyber police, the EEEP identifies and blocks unlicensed resources.
Applies fines of up to €500,000 and a ban on activities in case of repeated violations.
Controls financial flows by preventing money laundering (AML).
Technical standards
Introduces uniform standards for RNG, API logs and reporting.

3) Responsible Gaming and Social Protection
One of EEEP's priorities is to protect players and combat gambling addiction:- Mandatory limits on deposits, losses and playing time.
- Self-Exclusion Registry.
- Check operators for trained Responsible Gaming employees.
- Support of hotlines and charitable programs for the prevention of ludomania.
The regulator requires gambling adverts to contain risk warnings and 18 + markings.
4) Interaction with operators
EEEP establishes an open dialogue with licensees and providers:- Conducts regular audits and technical consultations.
- Organizes seminars on Responsible Gaming and AML for company employees.
- Develops joint innovation initiatives - from live games to mobile solutions.
- Introduces an electronic reporting platform where operators submit financial and behavioral data every day.
5) International cooperation
EEEP actively interacts with other European regulators - Malta Gaming Authority (MGA), UKGC, ARJEL (France), Spillemyndigheden (Denmark) - and is a member of the Gaming Regulators European Forum (GREF).
The goal is to exchange experience, standardize approaches to control, Responsible Gaming and the fight against illegal operators.
6) Financial and economic impact
Since 2020, more than 20 online operators have been licensed under the supervision of EEEP.
The total gaming turnover (GGR) exceeded €2.2 billion in 2024.
Budget revenues from licenses and taxes have grown by 40% since the reforms.
The illegal sector has declined by more than 70% according to the commission's estimates.
