The regulatory focus will shift to technological control of permitted charitable formats - transparent reporting, digital identification, enhanced measures against addiction and protection of minors.
In parallel, the state will point to restrict access to offshore sites through payment and traffic barriers and strengthen educational campaigns.
The tourism lobby and discussions about the tax benefit are possible, but their impact is limited by public consensus in favour of social responsibility.
As a result, the sector will remain small, "non-commercial" and focused on public benefit, and key changes will be technical in nature: better risk tracking, transparency and control.
