The national regulator ADM (Agenzia delle Dogane e dei Monopoli) issues licenses and controls the sector, including online concessions; in 2024-2025, Italy launched an updated regime for issuing licenses for distance games.
For new online concessions, increased requirements and contributions have been established (public sources indicate a fee of about €7 million per vertical/brand), and tax rates on GGR have been clarified.
The country has a ban on gambling advertising (Decreto Dignità, 2018) with limited exceptions and periodic discussions about revising it.
Players can enter themselves into the Registro Unico delle Autoesclusioni (RUA) at any time for online self-exclusion via SPID/CIE, and operators are required to respect this status.
ADM maintains a blacklist of unlicensed sites and requires them to be inHIBizione/blocked at the provider level.
Current fiscal parameters for the online sector include an increase in GGR rates in 2025: ~ 24.5% for bets and ~ 25.5% for casino/poker/bingo.
