With the introduction of the moratorium in 2019, the legal GGR in Kosovo is virtually zero: there are no licenses, no tax on gambling, employment in private halls and casinos has disappeared, and the budget receives only one-time fines and confiscations.
Consumer spending is shifting to North Macedonia, Serbia and Montenegro, as well as to offshore online operators, which leads to a "leak" of VAT/income taxes and a decrease in the multiplier effect for tourism and HoReCa.
Regulatory costs (blocking, raids, monitoring) are growing, while the volume of the illegal segment is estimated only indirectly - by seizures, payment traces and cross-border travel.
Until the end of the moratorium (expected until 2029), the basic economic profile of the sector remains zero in official statistics.
