Land-based casinos

After the moratorium was introduced in 2019, all land casinos and slot clubs in Kosovo were closed, and private operators were not licensed.

Only the state lottery is allowed (without gambling halls), and any "private clubs" are considered illegal and are suppressed through raids, confiscations and fines.

Tourist hotels cannot host casinos, so effective demand shifts to neighboring jurisdictions (North Macedonia, Serbia, Montenegro).

The basic regime will remain prohibitive at least until the end of the 10-year moratorium.
