Until 2030, the Latvian market will grow "qualitatively, not quantitatively": the offline segment is being optimized (fewer hall sites, higher than ARPU), and online will continue to expand due to mobile UX, instant payments and personalized limits.
The regulatory focus will shift to responsibility: tougher KYC/AML, behavioral analytics for early detection of risks, increased self-exclusion and marketing restrictions.
The consolidation of licensed brands, the integration of eID/eParaksts for fast onboarding, the development of cashless and open-banking, as well as the growth of niche verticals - eSports, virtual sports, live casinos are expected.
In parallel, control over the gray online offer and protection of sports integrity will be strengthened, which will increase the sewerage system to licensed operators and stabilize tax revenues.
