Laws and regulation
In Lithuania, the industry is regulated by the Ministry of Finance and the Lottery and Gambling Service (Lošimų priežiūros tarnyba).
Land casinos, betting points and remote (online) services are allowed with a Lithuanian license and compliance with capital requirements, IT systems and KYC/AML.
The regulations emphasize the "responsible game": mandatory identity verification (including through e-ID), limits, self-exclusion tools and a centralized registry of restrictions.
Advertising and promo are severely limited: aggressive incentives and bonuses for attraction are prohibited, only neutral informative communication is allowed.
To combat illegal online offer, domain/payment locks and fines are applied.
The tax regime is based on the GGR approach and differs vertically; operators are required to keep reports, store logs and undergo regular compliance checks.
