Malta has built one of the world's most recognized iGaming licensing systems.
Supervision is carried out by the Malta Gaming Authority (MGA) on the basis of a single Gaming Act.
There are two main licenses for operators: Gaming Service (B2C) and Critical Gaming Supply (B2B) with content classification by type: Type 1 (RNG-casino/lottery), Type 2 (fixed bets/betting), Type 3 (P2P-products: poker, bingo, pool bets), Type 4 (controlled skill games, e.g. fantasy).
"Fit & proper" checks, capital and reservation, separation of client funds, assignment of key functions (AML, RG, risk, technical control), regular audits, RNG/RTP certification and information security are required.
Responsible play tools and KYC/AML procedures are required in accordance with EU and GDPR regulations.
The Maltese license is widely recognized as the "gold standard," but does not give automatic access to all jurisdictions: local requirements of countries must be observed separately.
