Moldova has a mixed model.

Lotteries and sports bets are organized under state control (through the National Lottery and concession partnerships), while casinos and slot machine halls are allowed under separate licenses with strict capital requirements, equipment certification and internal control.

For players - 18 +, mandatory identification, transparent calculation rules and responsible play tools; for operators - KYC/AML, accounting and reporting.

Online products are possible within the framework of permitted verticals and contracts with the state/licenses.

Advertising is allowed in a restrained format with bans on targeting minors and misleading offers; illegal sites and points of sale are suppressed by supervisory measures.
