The future of the industry
Since August 2025, Montenegro has switched to an approval model: the law abolished concessions, introduced mandatory identification of players and video verification, as well as real-time online supervision - this sets the "compliance-first" trajectory of development and squeezes out the gray sector. The state restarts the national lottery, strengthens advertising restrictions and sets up fiscal rules (10% of NGR for online; 15% income tax on winnings over €300), which stabilizes receipts and increases transparency.
The first months after the reform have already brought an increase in budget revenues (+ 29% in January-September 2025), and the driver was the online segment - this confirms the vector for digitalization and further consolidation of locally licensed brands.
Until 2030, the following are expected: additional adjustment of by-laws, technological strengthening of KYC/AML and anti-fraud, more targeted advertising and the development of responsible gambling; offline cluster will remain resort and tourist (Budva/Podgorica), and the main increase in GGR will be provided by regulated online.
