In 2025, the sector demonstrates a tangible increase in fees: according to the government, budget revenues from games for happiness in January-September reached €31.2 million, which is ~ 29% more year-on-year; The administration for games for happiness confirms a similar trend (+ 28.6%).
Growth is linked to tighter market supervision and control.
The new Law on Games of Happiness (in force since August 2025) reboots the industry's economy: introduces an approval model instead of concessions, real-time online monitoring, creates a state lottery and increases reporting requirements - all this is aimed at whitening turnover and stable receipts.
The fiscal framework has been updated: for online operators, 10% of net gaming income (NGR) is set, and winnings of citizens over €300 are subject to 15% personal income tax - measures that, together with the strengthening of KYC/AML, close "leaks" to foreign sites (the authorities announced the termination of the annual outflow> €6 million).
The structure of the market is based on the tourist clusters of Budva/Podgorica: slots, rates and live tables form seasonal peaks of GGR, and the digital channel after the reforms will make an increasing contribution due to transparent reporting and control.
