Land-based casinos

Montenegrin casinos are concentrated in the resort of Budva and the capital Podgorica.

The flagships are Maestral Resort & Casino in Przno (Budwana Riviera) and Merit Casino Royal Splendid at Splendid Conference & Spa in Becici, focused on tables and large slot parks, with strong tourist seasonality. In Podgorica, Merit Casino Hilton operates inside Hilton Podgorica (live tables and dozens of slot machines), which forms a metropolitan cluster.

Since 2025, the offline segment has been living under the new Law on Games for Happiness: the country has moved from concession logic to an approval model with increased player identification, online monitoring and advertising restrictions; the law was published in the summer of 2025 and entered into force in August.

This increases the requirements for casino operators and the transparency of the industry.
