Since August 14, 2025, Montenegro has a new Law on Games for Happiness (Service Sheet No. 91/2025), which replaced the previous concession system with approval licensing and strengthened online supervision.

The law introduces mandatory identification of players, video verification and real-time digital monitoring of operations, as well as tightens advertising rules and consolidates the state lottery.

Regulatory architecture is concentrated in the Administration for Games of Happiness under the Ministry of Finance; transitional norms oblige existing operators to reissue permits within the established time frame (transition period up to 270 days, submission for licenses - within 180 days).

In 2024, preliminary amendments have already limited access to foreign sites and non-cash methods, preparing the ground for a complete reform of 2025.

The result is a legal online market with local licenses, high KYC/AML compliance and centralized telemetry for the regulator.
