From August 1-14, 2025, Montenegro has a new Law on Games for Happiness: the country abandoned concessions in favor of an approval system, introduced mandatory player identification/video verification and real-time online monitoring of operators; a state lottery is also established and the advertising regime is tightened.

These rules fully apply to sports betting, including online.

The fiscal framework for online secures 10% of NGR and 15% of personal income tax on winnings over €300, which, together with online supervision, increases the transparency of betting.

The demand side is determined by "national" sports: water polo (cult status and international successes), football (local derbies and the national team), as well as basketball and handball - the core of the lines of local bookmakers.

The market is represented by licensed local domains and networks operating according to new requirements (in industrial reviews, Meridianbet, MaxBet, etc., are mentioned among notable brands).

Vector until 2030 - an increase in the share of online bets under strict compliance and responsible marketing.
