Legality of casinos, lotteries, betting, online gambling
The Netherlands has built a model of "what is licensed and controlled is allowed." Requirements: transparent rules, reporting, marketing control and age barrier 18 +.
3) Sports betting and betting: Legal but strictly limited
Status: legal under license (historical brand TOTO as part of Nederlandse Loterij; online - licensed private operators).
Product restrictions: bans on "vulnerable" markets (for example, matches of youth squads/low leagues), increased control of live betting and player statistics.
Advertising and promo: strict frequency and target limits; you cannot put pressure on vulnerable groups and use "opinion heroes" to involve minors.

5) Online gambling (KoA-2021): legal under a separate license
What is allowed: online casinos and slots, live games, sports betting, poker - only with operators with a KSA license.
CRUKS: Before being allowed to play, a licensed operator is required to check a player on the national self-exclusion register.
Control Database (CDB): Key gaming and financial events are mirrored into the control base for KSA oversight (near real-time).
Age and KYC: strictly 18 +; full identification before deposit/game (identity, age, address; with risks - a source of funds).
Duty of Care: deposit/time limits, "coolers" before a large bet, behavioral interventions up to blocking.
6) Advertising, bonuses and communications: "minimum pressure - maximum transparency"
Indirect advertising and aggressive offers are prohibited.
Bonuses: Clear terms, no misleading wagering mechanics
Channels and time: contact caps (e-mail/SMS/push), restrictions on time slots and sites with a youth audience.
7) Taxes and money (in general terms)
Operators' tax base: GGR by licensed verticals; separate accounting of client funds and reserves is mandatory.
Players: winnings from licensed operators are not subject to a separate tax for individuals (the illegal segment is interpreted differently).
AML/KYT: transaction monitoring, sanctions lists/POP, anomaly investigation and reporting.
8) What is prohibited and where are the "red lines"
Unlicensed activities (including working with Dutch audiences through. com sites, local payments, advertising/affiliate traffic).
Marketing aimed at minors/vulnerable, and the use of images that stimulate "easy gain."- Organized poker outside licensed venues; "gray" sweepstakes and any schemes for disguising online casinos as games - "entertainment."
9) Short checklist for player and operator
To the player:- Check for a Dutch license and CRUKS at registration.
- Enable default limits and use "pause"; avoid unlicensed offers - it's a risk to both money and data.
- Integration with CRUKS and CDB, full KYC/AML, "RG-default."
- Fair showcase, ad control, content audit before publication, readiness for spot checks KSA.
10) Withdrawal
In the Netherlands, casinos, lotteries, betting and online gambling are legal, but only under licenses and under the tight digital supervision of KSA.
