Laws and regulation
The market is regulated by the Law on Games of Happiness and Recreational Games (2011, with subsequent changes): it establishes the types of games, licensing procedure and supervision. Licenses for casinos, betting and slot clubs are issued to operators who meet the requirements; lotteries remain completely monopolized by the state. Online gambling in practice is focused on National Video Lottery, a joint venture with Casinos Austria (since 2013), which has been developing the VLT network and the 2win platform. mk; at the same time, private online licenses have not previously been issued.
In 2024, the parliament adopted a package of amendments (including the requirement to place halls no closer than 500 m from schools), but the process faced political and legal objections and revision. In parallel, the authorities took measures to revise and revoke controversial online permits and strengthened industry reform; status of the online SVL/2win operator. mk became the subject of decisions and disputes at the end of 2024 and in 2025 against the background of the planned "big" reform of the law.
