Laws and regulation
Norway adheres to the model of state monopoly: lotteries, sports bets and online casinos are offered by Norsk Tipping, and betting on races is offered by Norsk Rikstoto.
The regulator is the Norwegian Lottery and Gambling Authority (Lotteritilsynet), which monitors compliance with the rules, responsible play and advertising.
Private offshore operators are not allowed to work purposefully in the Norwegian market; payment and DNS locks are applied, as well as promotion bans and bonuses.
Land-based casinos are prohibited; slot machines are only available as controlled VLT terminals (in limited locations).
For players, age 18 +, limits, self-exclusion and identity verification (eID/AML) tools are required.
The state's approach is to minimize harm and transparency, and fines and other enforcement measures are provided for violations.
