History of gambling in Poland

The Polish tradition of gambling entertainment took shape at the junction of European influences: taverns and fairs of the Middle Ages, gentry card parlors, resort casinos of the turn of the 19th-20th centuries, the state lottery in the era of Poland and the new regulation of the digital age. This article is a guide to the key milestones, people, places and laws that shaped the Polish market.

1) Middle Ages and Polish-Lithuanian Commonwealth: bones, cards, etiquette

Early forms of excitement. Dice games and simple bets accompanied fairs and taverns. City statutes periodically limited "excesses" on holidays and fasts.

Gentry culture. In the XVI-XVIII centuries. card games (mainly imported from Western Europe) became part of salon life: they played "for honor" and for money, following the code of conduct and church prohibitions on excesses.

Horse betting and hunting. The local nobility made a bet on races and competitions, which by the end of the 18th century took shape in the first organized running hippodromes.

2) Sections of the Commonwealth and the 19th century: resorts and city clubs

Resort centres. The development of European "resort" fashion affected Polish lands: clubs and gambling parlors aimed at an educated public flourished in medical towns and living rooms of large cities.

Urban audience. Warsaw, Krakow, Lviv (historically within the borders of the then states) gave demand for "cultural leisure" with playing cards, roulette and billiards - with periodic bans and fiscal restrictions of the patron authorities.

3) Interwar period (1918-1939): "Polish Riviera" and institutionalization

The revival of the state is the growth of the leisure industry. II Speech Pospolita encouraged secular tourism: seasonal casinos and gambling parlors worked in the Baltic and mountain resorts.

City casinos and balls. Warsaw, Lodz, the resorts of Pomerania and Lesser Poland developed nightlife with dancing, maps, roulette and charity lotteries.

Racecourses and sweepstakes. Organized horse racing and legalized forms of betting on the run have become part of the city's sports culture.

4) NDP (after 1945): state lottery and control

"Social leisure" model. Private gambling was curtailed. The main legal format was state lotteries and sports sweepstakes.

Totalizator Sportowy. The state lottery operator has formed the habit of a "mass" game with social overtones: part of the fees was directed to sports and public projects.

Supervised club scene. Indoor clubs and billiards - in the form of "cultural houses"; any deviations from the regulations were suppressed.

5) Transformation 1989-2000s: Private bookmakers and casinos

Market reforms. In the 1990s, private bookmakers, offline casinos in tourist and business centers, and new formats of entertainment halls appeared.

Sports betting. Football, hockey, winter sports - drivers of retail PPPs; the line on international events is gradually expanding.

Cultural shift. The game becomes a "legitimate" part of urban leisure, and lotteries remain massive.

6) The digital age and the law "on games" (2009 +): limited liberalization and rigid framework

Online - under licenses. The regulator fixes the model: state lottery and limited verticals, sports betting - under licenses, enhanced advertising control, KYC/AML, age 18 +.

Locks and payment filters. Since the mid-2010s - mechanisms for registries of domain locks and restrictions on payments to unlicensed sites.

Gosonline for casino vertical. Online casinos - in the contour of the state operator; online betting - with private licensees working according to national rules.

Retail → mobile online. Traffic shift to mobile applications with live line, cache-out and local payment methods.

7) Key places and "icons" of Polish excitement

Baltic and mountain resorts. Before the war: Baltic and mountain resorts - "showcases" of casino culture.

Cłużewiec Racecourse (Warsaw). One of the symbols of the running culture of the XX century and the tradition of tote.

Urban post-period casinos. Modern facilities in large agglomerations are integrated with hotel and conference infrastructure.

8) Culture and society: ambivalence and responsibility

Literature and film. Polish culture often shows excitement as a test of character and moral choices - from irony to tragedy.

Responsible play. Modern campaigns emphasize limits, self-exclusion, age verification, transparent bonus terms and a ban on "euphoric" advertising messages.

9) Milestones and a brief timeline

XIV-XV centuries. City charters limit "excesses" on holidays; dice and simple games - in taverns.

XVI-XVIII centuries. Gentry card salons; hunting and horse racing bets.

XIX century Resort and city clubs, the formation of a "salon" culture.

1918–1939. Interwar "secular" era: resort casinos, racetracks, sweepstakes.

After 1945. NDP: state lottery, tight control of private game.

1990s. Return of private bookmakers and casinos.

SINCE 2009. Hard digital regulation: licenses, block lists, KYC/AML; online casinos - in the state circuit, online bets - from private licensees.

10) What distinguishes Poland today (historical heritage → modernity)

Dual tradition. Mass lottery culture × "premium" casino and urban leisure.

Betting as part of the sport. The historical connection with running and football has grown into a mature bookmaking market, especially in mobile live.

Strong role of the state. From the NDP to the digital age, the emphasis is on control, transparency and social responsibility.

The history of gambling in Poland is a pendulum between openness and restraint. From gentry cards and resort casinos to publicly managed lotteries and strict digital regulation, each era has left its own layer of practices and meanings. Modern Poland has inherited a massive love of lotteries, a disciplined betting market and a cautious attitude towards online casinos. It is this balance of tradition, control and manufacturability that defines Polish gambling today - and sets the tone for its evolution tomorrow.
