The control base is set by the "limited tolerance" model.

Land casinos and gambling halls are allowed only in special gambling zones (Krasnaya Polyana, Yantarnaya, Primorye, Siberian Coin, Crimea), outside of them - prohibited.

Online casinos and slot machines are banned online; access to offshore sites is blocked, payments and advertising are limited.

Sports bets and sweepstakes are allowed under a Russian license: there is a unified state supervision of online betting, player identification (18 +), accounting for interactive bets through a centralized payment loop, KYC/AML procedures and reporting are required.

Advertising is strictly regulated, the promotion of illegal brands is punishable by blocking and fines.

The general principle is high consumer security and payment control while minimizing the "gray" market.
