Serbia's market is highly regulated and concentrated: classic games (lotteries) are under the monopoly of the State Lottery, and "special" games (casinos, bets, online) are organized by private companies with the approval of the Office of Games for Happiness under the Ministry of Finance; the current lists of land casinos and online operators are published by the regulator itself.
The economic framework includes security deposits: at least €500 (in dynes. eq.) for each slot machine and €5,000 for each point-bookmaker; separate data transfer and accounting requirements are provided for online.
Fixed/interest charges are fiscally significant: for example, for automata, the law establishes a fee of 15% of the corresponding base; for online games broadcast as "live" against the organizer (roulette, blackjack, etc.), the fee rate is 25%.
The online segment is accelerating: according to industry estimates, net gaming revenue iGaming in 2024 amounted to ~ €143 million, and the total market is projected to have a CAGR of about 9.1% in 2024-2030. (estimates of research companies).
The list of active organizers confirms the concentration on local brands (including 2 licensed casinos in Belgrade and dozens of online domain names), which supports the collection of payments and control over GGR.
