Land-based casinos
Land-based casinos in Serbia operate under licenses issued by the Government through tenders; the industry is overseen by the Office of Happiness Gaming under the Treasury Department. The law directly divides powers: casino licenses are the competence of the Government, while offline slots and betting are issued with the approval of the Office. The country has a limit: a maximum of 10 casino licenses, with only a few actually issued - the market remains narrow and highly controlled. The flagships of offline are Belgrade's facilities - Grand Casino Beograd and Grand Casino Admiral (Fair Play), with full-fledged halls of tables and slots, poker series and evening work formats.
