Brief reference
The regulation of gambling in Slovakia is structured in a bundle: the Ministry of Finance of the Slovak Republic (MoF SR) determines public policy and is responsible for the budgetary bundle of the regulator, and operational control, licensing and supervision is carried out by a specialized body - Úrad pre reguláciu hazardných hier (ÚRHH), created by Law No 30/2019 Coll. from March 1, 2019 and withdrawn from the structure of the ministry itself and the tax and customs authorities by June 1, 2019.
Legal framework
The key standard is Law No. 30/2019 Coll. On Gambling, which opened up the online gaming market to private EU/EEA operators, shifted powers to a new body and regrouped types of licences. The reform of 2019 softened the conditions for the online segment and allowed foreign operators, while the state monopoly remained, in particular, for numerical lotteries.
Institutional Architecture: MoF SR and ÚRHH
Role of the Ministry of Finance: forms a policy in the field of gambling and oversees the budget chapter, to which ÚRHH is "tied" as a state budget organization. This provides a direct financial and administrative connection between the regulator and the Ministry of Finance.
Role of ÚRHH: an independent regulator with nationwide competence, based in Bratislava (Križkova 949/9, 811 04). On his website there is a structured showcase of services: licenses, supervision, register of excluded players, methodological materials, etc.
Powers of the regulator
Under s. 77 of the Act, ÚRHH:- issues general and individual licenses, publishes guidelines, supervises and monitors compliance with requirements, applies measures of influence and sanctions, performs other functions from the Law (including work with registers and market monitoring).
The supervision tools include: checking operators, controlling advertising practices, maintaining public lists (including the register of excluded persons), as well as suppressing illegal online (including blocking and fines within the framework of powers). Licensing and Market Access
After 2019, operators from the EU/EEA can apply for licenses for online casinos, bets and other verticals (with exceptions assigned to the state). This increased competition and expanded the offer in the online segment.
Financing and fees
In addition to state support through the budget head of the Ministry of Finance, monthly deductions from operators are sent to the regulator: for example, for online casinos - 0.7% of revenue/commission (in terms of the law - proceedings/fee/commission). These contributions fund the activities of ÚRHH.
Registers and responsible play
ÚRHH maintains and administers a register of excluded persons (self-exclusion, restrictions on grounds prescribed by law), publishes guidelines and forms for operators and citizens. These are the central mechanisms of Responsible Gambling policy in Slovakia.
Fighting the illegal market
With the strengthening of the online segment, the regulator supports "black lists" and measures to block illegal sites, and also imposes sanctions. Historically, online casinos were limited until 2019, but the reform legalized the full range of online games - from slots and poker to live games - subject to a license.
Updates 2025: Personnel reshuffle
In 2025, ÚRHH experienced two personnel updates to its leadership:- April 2025: Yana Mravikova was appointed Director General.
- October 1, 2025: Libusha Baranova took over as head of the regulator; Mravikova went to lead the Department of Economics and Operations. (Reported by the Treasury and industry media.)

Operators face a transparent licensing procedure, regular supervision, mandatory contributions to the regulator and strict requirements for advertising and RG tools. The market is open to companies from the EU/EEA, subject to the conditions of the law.
Players gain access to licensed online and offline products, self-exclusion mechanisms, and protection from the gray market through the supervision of ÚRHH.
