The Slovenian Ministry of Finance has officially launched an audit of the state strategy for gambling, which opens a window for "accurate" market liberalization and updating the rules for the online channel.
The approaches discussed include expanding the number of licenses and more frequent tenders, despite the fact that today the issuance of concessions and their limits (casinos/halls) are strictly rationed by the state.
At the same time, compliance requirements are expected to increase: confirmation of the local presence of the operator, priority for holders of land concessions online, advertising control and proactive RG tools (self-exclusion, behavioral monitoring).
These vectors are already reflected in the current model - online is allowed primarily for local concessionaires, and the regulator reminds of the ban on "illegal immigrants."
In the business part, the trend is mobile UX, live games and personalization, integration with fintech and anti-fraud analytics.
If reforms are adopted, the market may become more open to competition in "classic" games (lotteries/sports), but while maintaining a strong role for the state and supervision of the concession model.
