Laws and regulation
The basic act is the Happiness Games Act (ZIS, 1995), which sets up the system so that games are played in a "regulated and controlled environment," with priority on AML/responsible play and consumer protection.
The market works according to the concession model: decisions on granting and extending concessions are made by the Government and the Minister of Finance; it is the Ministry of Finance through its division (Office for Gaming Supervision) that issues permits and exercises control.
The lottery segment is traditionally reserved for national operators (Loterija Slovenije and Športna Loterija), and online products are allowed primarily for operators already holding land licenses (casino/betting/lottery).
