The gaming tradition in Ukraine took shape in waves.
Before the revolution, card clubs and sweepstakes at fairs were popular; in Soviet times, excitement was expressed in state lottery and sports circulations.
In the 1990s, a rapidly growing but poorly regulated market for halls and casinos arose, which later led to a prohibitive phase and the restart of the industry already in the legal model of the 2020s.
The modern cultural paradigm is "responsible play without frills": age threshold 21 +, identification, register of self-exclusion, restrained advertising and focus on honest, technological service.
Wartime has added a focus on safety and compliance, but overall the industry is embracing European standards, combining the habit of lotteries and sports betting with a more mature attitude to risk.
