Ukraine regulates gambling on the basis of a specialized law on state regulation of gambling activities.

Supervision and licensing is concentrated at KRAIL (Gambling and Lottery Regulatory Commission).

Online casinos, online betting, poker (online/offline according to separate rules), land casinos and slot machine halls are allowed, while lotteries are regulated separately.

Key principles apply: 21 +, mandatory identification (BankID/documents), KYC/AML procedures, register of self-exclusion, restrictions on locations (casinos - in hotels of a certain category and with standards for number of rooms), certification of equipment and software.

Advertising is allowed in a restrained format with a ban on targeting minors and misleading offers.

During martial law, there are additional organizational restrictions and enhanced compliance controls.

The model focuses on the sewerage of demand in the licensed sector and the reduction of social risks.
