Iraq has a prohibitive model: organizing, conducting, promoting and participating in gambling (offline and online) is criminalized, and licensing does not exist.
Enforcement relies on raids, site closures and equipment seizures; in the digital environment, blocking of domains/applications and suppression of payments in favor of illegal operators are used.
For casino activity and bookmaking, fines and imprisonment are provided; advertising and affiliate activities are also considered a violation.
Industry age and product standards are not applied due to the absolute ban; a common vector is maintaining zero tolerance and strengthening supervision, including in the Kurdish region, where only differences in control practices are possible, but not in the principled position of the law.
