Historically, Israeli society treats gambling with restraint: religious norms and family values have set a conservative background where "classic" casinos have not taken root.
At the same time, from an early period, the state allowed limited forms - the national lottery and mutual bets on sports - emphasizing their social and sports orientation (financing public projects and sports development).
In popular culture, instant tickets and football/basketball predictions took root, while poker and slots remained outside the legal field.
Gray practices are periodically suppressed, the advertising environment is tightly regulated, the emphasis is on responsibility and protection of minors.
As a result, the cultural "frame" looks like this: lottery and sports betting - acceptable and familiar, casino content - is undesirable; part of the interest in it is realized in tourist trips abroad or in cash-strapped "social" applications.
