Israel has a general ban on gambling, and only two forms under state control are legally allowed: the national lottery Mifal HaPais and sports betting through the Israel Sports Betting Board (Toto/Winner).
Casinos (offline and online), online poker and other games for money are illegal.
Online judicial and administrative locks of domains/applications are used, and banks and payment service providers suppress transfers in favor of unlicensed operators.
Previously extended products (like VLT/keno and horse racing bets) were closed.
Advertising is strictly limited, responsible play measures and 18 + verification are required.
The general vector is the preservation of the monopoly on the lottery and sports betting, the strengthening of technical supervision and compliance.
