Until 2030, Syria is highly likely to maintain a complete ban on casinos and sports betting, focusing efforts on cyber surveillance, blocking domains/applications and suppressing offshore payments, as well as raids against the underground.
The only legal niche will remain the state lottery, where "soft" digitalization is likely: online ticket sales, basic e-KYC/18 +, limits and anti-fraud.
Consumer demand for casinos/bets will continue to migrate offshore and abroad, which does not form an internal GGR and increases the risks for players.
Key drivers and restrictions - security, sanctions and payment barriers, purchasing power of the population; tourism as an industry incentive is unlikely.
Alternative scenarios (point resolutions of the sweepstakes or expansion of the lottery line) are possible only with a significant political and economic denouement, but the basic vector is the status quo, strict control and the absence of a legal casino/betting market.
