Short summary
Belize: there is a legal framework for online (regulations 2004), but since June 2025 there has been an official moratorium on the issuance of online licenses - it is now impossible to issue licenses.
Curacao: there is a transition to a new LOK regime (direct licensing by a government agency, the end of the "master sub" model), applications are submitted through the official portal. Obsolete licenses are valid only during the transition period.
Malta: mature European jurisdiction with MGA (B2C/B2B licenses), strict compliance and gaming tax 5% with GGR for players located in Malta; corporate part and return mechanisms - separately.
1) Regulator and legal framework
Belize. Regulation of online games - through the Gaming Control Act and Online Gaming Regulations 2004; licenses are issued by the Gaming Control Board. However, the government in June 2025 officially announced a moratorium on online licenses and warned of false "Belizean licenses."
Curaçao. Transition to LOK (National Ordinance on Games of Chance): direct state licenses instead of "workshops," increased supervision and due diligence procedure; submission - via License Management Portal. A transition period is provided for old permits.
Malta. Effective since 2018, the Gaming Act frame (Cap. 583) and MGA bylaws; clear structure of B2C/B2B licenses and clear requirements for responsible gambling, technical audit and AML/CFT.
2) Licensing: status and timing
Belize: Suspended (online) - no new online licenses issued "until further notice." Practically this excludes Belize as a working option for launch in 2025.
Curaçao: applications are accepted in the new system; there are new requirements and fees, and the old regime is being phased out. The transitional validity of previous licenses is limited to dates (with the possibility of renewal).
Malta: Standard MGA application funnel (fit & proper, financial sustainability, technical certification, KYC/AML policy, test run).
3) Taxes and fees: What's important to know
Belize: ofits. focus - on the licensed model; with an active moratorium, it makes no practical sense to discuss the effective tax burden for online - the market is "frozen." (For history and procedures, see feed guides.)
Curaçao: new LOK model reassembles duties/fees and compliance requirements; industry reviews emphasize moving away from an "ultra-light" image. Specifics in terms of values - through the official portal and published guides.
Malta: 5% gaming tax with GGR on players based in Malta (monthly) plus annual/licence fees by licence type. Taxation of income from foreign players is regulated by the corporate regime.
4) Geography and market access
Belize: historically offshore orientation (export of services), but now - stop because of the moratorium.
Curaçao: traditionally "wide" geography, but with the new model, the number of limited/prohibited jurisdictions is growing and the requirements for geoblocks and payments are increasing. (Specific lists - from providers and consultants; the final check is with the regulator/lawyers.)
Malta: EU status and MGA reputation make it easier to deal with banks/providers but impose strict requirements as well as responsibility for access to regulated markets (including local licence requirements).
5) Compliance and Supervision
Belize: a single regulator (GCB), but for 2025 the priority is the fight against "false licenses" and illegal sites; there are no new online permissions.
Curacao: strengthening due diligence, switching to direct licensing, centralized filing and reporting; a more "European" level of checks is expected.
Malta: mature MGA procedures: test phase, regular audits, responsible gambling reporting, player protection, complaints and mediation.
6) Reforms and "weather forecast"
Belize: Consolidation of Regulation under discussion in 2025 (Gaming and Lotteries Control Bill, 2025). Until it is adopted and the moratorium is lifted, the launch is impossible.
Curaçao: 2024-2026 - LOK tuning period; early applicants have a chance to take the position of "first movers" in the new system, but with increased requirements.
Malta: stable evolution of regulation; periodic updates of tax/tax guides and technical standards.
7) What to choose: Scenarios
Fast start with "soft" compliance entry: it used to be Curaçao; now - a new regime with tougher filters, but still faster and cheaper than the top EU jurisdiction. Check the current fees/timings on the portal.
EU reputation and work with premium providers/banking: Malta (MGA) - more expensive in time and procedures, but strong legitimacy and access to partners.
Belize: not yet an option for online due to the moratorium; stay tuned for government news.
