Laws and regulation

The legal framework of Grenada is based on Casino Gaming Act 2014 (launched the casino licensing regime and established the Casino Gaming Commission) and the more general Gaming Act 2016 with the by-laws Gaming Regulations 2016 and the enactment order (SRO 43/2016).

These norms established the regulator (Gaming Commission), requirements for locations, age limit 18 +, licenses and fiscal regime (Gaming Tax on gross revenue).

Separately, the National Lotteries Authority Act, Cap. 205A securing NLA's exclusive rights to the Lottery; historic Gambling, Lotteries and Betting Act, Cap. 120 regulates basic prohibitions and liability.

There is no direct, detailed licensing regime for online casinos/bets in local law; in practice, residents use offshore sites, whereas the NLA and the Commission control terrestrial formats and promotional games (raffles/bingo) through compulsory registration.

Basic Laws: Gaming Control Act

The key law of Grenada's modern gambling policy is the Gaming Act, No. 21 of 2016 with detailing Gaming Regulations (SRO 48 of 2016). The law created the Gaming Commission, a system of licenses, control and inspections, and also linked the new model with earlier acts - Casino & Gaming Act 2014 (casinos with hotels of 300 + rooms) and colonial Cap. 120 Gambling, Lotteries and Betting Act. Legality of casinos and slot machines

In Grenada, casinos are legal, but only in hotels with 300 + rooms (Casino Gaming Act 2014). Other types of gambling are regulated by the Gaming Act 2016 and by-laws Gaming Regulations (SRO 48/2016): they introduce licenses, including for slot machines (stand-alone only, without a central network), and secure supervision through the Gaming Commission/Secretariat. At the same time, the historical Cap. 120 still imposes criminal bans on "illegal gambling houses." In practice, there are still no full-fledged casinos on the island, and the lottery is conducted by the National Lotteries Authority (NLA).

Online gambling: no regulation (access to offshore)

Grenada does not have a separate law and licenses specifically for online casinos/online betting. The base consists of Casino Gaming Act 2014 (casinos only for hotels of 300 + rooms) and Gaming Act 2016 with Regulations SRO 48/2016, which features "e-gaming," but without a clear link to remote (online) services.
