The future of the industry

Haiti's immediate agenda is stabilization and formalization: gradual streamlining of borlette lotteries, increased accounting, reporting and payments, and the creation of a basic digital framework for online access (KYC, transaction logging, hosting requirements).

In parallel, the regulatory unit can expand AML/KYC and cash discipline to reduce shadow turnover and increase collection.

In payments, we expect a focus on electronic wallets/internal transfers, pilots on tokenized card calculations and transparency of HTG/USD flows.

For terrestrial sites, priority is minimum safety standards, RNG audit for electronic games and responsible play protocols (limits, 18 + self-exclusion).

The tourist niche will remain point; growth potential is linked to urban clusters and diaspora, assuming energy and connectivity improvements.

In general, the trajectory is conservative normalization: fewer gray areas, more transparency and simple, enforceable rules instead of large-scale liberalization.
