In Haiti, gambling regulation is built around the Loterie de l'État Haïtien (LEH) under the financial bloc of the government, which oversees lottery products and the borlette network (numerical draws), and also coordinates permits with the Ministry of Finance.
Casinos are permissible with a license: operators are subject to capital requirements, reporting, payment control and compliance with admission rules (usually 18 +), while unlicensed activities are subject to fines, closing halls and confiscation of equipment.
For lotteries and betting points, there are norms for counting circulations, transparency of the prize pool and payments.
The online segment remains unsettled/partially regulated: there is no separate full-fledged regime for remote casinos, which leaves a legal gray area for offshore platforms and complicates the control of advertising and payments.
The focus of the state is to combat illegal points, increase collection of payments and strengthen basic compliance procedures (KYC/AML) in order to reduce shadow turnover and protect consumers.
