Fiji's gambling economy is compact and conservative.

The main legal cash flows are formed by lotteries and permitted draws; classic casinos do not work, and there is no local licensing regime for online casinos, which limits the official GGR and leads to a leak of demand for foreign sites.

State revenues are fiscally stable due to taxation of lottery turnover, but their share in the budget is small.

Structurally, the market relies on tourism (seasonality of visits to Nadi/Denarau and Suva), the availability of mobile Internet and household behavior.

Labor employment is concentrated in lottery operators, marketing and compliance, multipliers in the hotel sector are moderate.

Key metrics for monitoring: draw volume (revenue/payments), tax revenues from gambling, share of non-cash payments, mobile Internet penetration, player complaints and responsible game indicators (self-exclusion, limits).

The growth potential is limited by the regulatory framework and the size of the economy, so a long horizon is associated more with the digitalization of payments and more transparent reporting than with the expansion of the product line.
