Economics and statistics
Kiribati's gambling economy is extremely small and episodic.
The main official streams are formed by permitted lotteries and charity draws; classic casinos and local online operators are absent, limiting GGR and the advertising market.
The sector's share in the budget is small, and the dynamics depend on consumer income, migration transfers, tourist traffic and the availability of non-cash payments.
Employment is concentrated in small organizers of draws (operations, audit, compliance), multipliers - in events, trade and media.
Key metrics for monitoring: volume and frequency of draws, revenue/payments and targeted use of funds, tax revenues from gambling, the number of valid permits, the share of non-cash payments, complaints from players and indicators of responsible play (self-exclusion, limits).
The growth potential lies in digitalization of reporting and transparency of processes, and not in expanding the range of gambling.
